Microsoft 365 License Reclaim Fails Due to Tenant-Side ThrottlingIssue When using Reclaim All in ServiceNow Software Asset Management (SAM) to reclaim Microsoft 365 licenses from multiple users, some license removals may fail with errors related to Microsoft 365 request throttling. The issue might like this:Microsoft Office 365 Enterprise E1 - Error due to concurrent requests being made to the tenant. Please wait briefly and retry.. This issue can occur when ServiceNow sends multiple concurrent license-removal requests to the Microsoft Graph API and the Microsoft 365 tenant throttles the requests. Retrying the failed reclaim operation after a short wait can allow the license removal to complete successfully. Release ALL Cause The issue was caused by Microsoft 365 tenant-side throttling. ServiceNow uses Microsoft Graph API requests to perform Microsoft 365 license operations. When multiple license-removal requests are processed concurrently, Microsoft 365 may throttle the requests when the applicable request limits are reached. As a result: ServiceNow initiates multiple license-removal requests.Microsoft Graph receives concurrent requests for the Microsoft 365 tenant.Microsoft 365 applies throttling to some requests. The affected license-removal operations fail. The license may remain assigned until the reclaim operation is retried. This behavior is associated with Microsoft 365/Graph API request handling rather than an indication that the license itself is invalid. Resolution 1. Wait briefly before retrying After a license reclaim failure caused by throttling, wait for a short period to allow the Microsoft 365 tenant's throttling condition to clear. 2. Use Resume Reclaim After waiting, execute Resume Reclaim for the affected records. In the reported case, retrying Resume Reclaim after a short wait successfully completed the license-removal operations. 3. Verify the license status After the reclaim operation completes: Verify that the affected users no longer have the reclaimed Microsoft 365 license assigned.Confirm that the corresponding ServiceNow license/reclamation records have been updated appropriately. If necessary, verify the license status directly in Microsoft 365.
