Group.ReadWrite.All cannot be avoided; every group create/membership action requires it at ReadWrite; read-only won't support deploy/revoke. Administrative Units would not help to reduce permissions to grant. These may restrict which groups an account touches, however Microsoft does not support AU-scoping for Intune device management. Also, Client Software Distrubution requires these permissions.
