The issue was caused by a new field level ACL ('sys_user_role.*') introduced on the sys_user_role table, which restricted access for users without the cloud runner admin role or admin privileges. 2. This ACL was part of the 'ATF Test Generator and Cloud Runner' application and created an unintended access check not present in out-of-the-box configurations. Disable the field level ACL named 'sys_user_role.*' on the sys_user_role table, as this ACL introduction caused access issues for non-admin users. 2. Alternatively, add the affected user's roles to the ACL to grant access to the required fields. 3. Verify the resolution by clearing both the instance cache and the browser cache after implementing the ACL changes. 4. Confirm with the user if the issue persists and ensure the solution is applied across all affected instances.
