That process does not check the same write ACL that protects the field on the form, so a restriction enforced correctly on the form does not apply in the preferences panel. As an interim workaround, an administrator can add an extra layer of protection with a "before update" Business Rule, which calls current.setAbortAction(true) if the user is not authorised. It does not require you to change or remove your existing Access Control List, which continues to protect the standard form as before.
