There is no state-machine restriction requiring On Site or On Route to be exited before Off Shift can be set directly - the field is simply overwritten by whichever action runs. A custom toggle-style button that reads the agent's current status before deciding which value to write introduces a dependency that the out-of-the-box fixed-value On Shift/Off Shift buttons do not have: the toggle's comparison logic must stay exactly in sync with the real underlying status values. If that comparison logic and the actual values fall out of sync, the toggle can fail to transition the agent into Off Shift while they are On Site or On Route.
