The difference is that the newer Knowledge editor presents the capability through the green Now Assist icon instead of the legacy blue sparkle icon that exposed Elaborate and Shorten actions. In the current experience, users can generate and modify content through custom instructions using the green Now Assist icon rather than selecting predefined options from a context menu. To restore the blue sparkle + Elaborate/Shorten TinyMCE experience: Turn off the ECE property — set sn_km_center.glide.knowman.ece.enable to false. This alone forces TinyMCE, which brings back the blue sparkle Elaborate/Shorten menu. Optionally, set sn_km_center.glide.knowman.redirect.enable to false if they want authors routed back to the legacy UI16 knowledge form entirely (useful if they have form customizations). Confirm the Knowledge Content Recommendation skill remains In-product / Active (it is, per your screenshot) so Elaborate/Shorten renders once TinyMCE is restored.
