The OAuth client is able to perform GET, POST, and DELETE operations on the Attachment API regardless of the scopes defined in its OAuth registry entry. When this property is set to false — its default value — the Attachment API does not go through the platform's REST API auth scope enforcement framework. OAuth clients can therefore access all Attachment API operations regardless of the scopes assigned in their OAuth registry entry. The REST API Auth Scope enforcement setting governs other REST endpoints such as the Table API but does not extend to the Attachment API until this property is explicitly set to true.
