The most common cause is orphaned or stuck jobs in **sys_execution_tracker**, **sys_progress_worker**, or blocking records in **sys_mutex** and **sys_padlock** tables. Note: Please review and ensure that the corresponding records listed below are deleted only if they are not associated with any other active transactions currently in progress. 1. Clean up pending installations: 1. Navigate to **sn_appclient_progress_tracker**. 2. Search for records where state is NOT equal to Success, Failed, or Cancelled. 3. Mark those records as Failed or Cancelled. 2. Remove the blocking mutex record: 1. Navigate to **sys_mutex**. 2. Search for the record with name **update-mutex**. 3. Delete this record. 3. Set stuck execution tracker jobs to Cancelled: 1. Navigate to **sys_execution_tracker**. 2. Search for records where state is NOT equal to Successful, Failed, or Cancelled. 3. Update those records to state Cancelled. 4. Remove padlock records: 1. Navigate to **sys_padlock**. 2. Delete all records. 5. Set stuck progress worker jobs to Cancelled: 1. Navigate to **sys_progress_worker**. 2. Search for records where state is NOT equal to Complete or Cancelled. 3. Update those records to state Cancelled. 6. Verify the App Operation Queue Health Monitor job exists: 1. Navigate to **sys_trigger**. 2. Search for a record with a name starting with App Operation Queue Health Monitor. 3. If the record is missing, import the XML file from the system. 7. Confirm node configuration in **sys_cluster_state**: 1. Navigate to System Cluster > Cluster State (**sys_cluster_state_list.do**). 2. Verify the node type is Generic.Primary. 3. Ensure nodes are NOT in Maintenance state. 4. Verify the schedulers value is NOT set to none. If the update set state is still stuck in Previewing or Committing after completing the steps above, follow the steps in the following section. 1. Export the update set to XML.2. Edit the exported file to change the state value to `loaded` (for example: `<state>loaded</state>`).3. Import the XML file and attempt to preview or commit the update set. If the issue persists after completing all steps above, contact ServiceNow Support.
