One or more Activity Sets remain in an Error state, preventing any additional HR activities from being created. The following error is displayed on the HR case: "There is an error in the workflow. You can fix the error and then resume case from the More Actions dropdown to restart the workflow." Cause<!-- /*NS Branding Styles*/ --> .ns-kb-css-body-editor-container { p { font-size: 12pt; font-family: Lato; color: var(--now-color--text-primary, #000000); } span { font-size: 12pt; font-family: Lato; color: var(--now-color--text-primary, #000000); } h2 { font-size: 24pt; font-family: Lato; color: var(--now-color--text-primary, black); } h3 { font-size: 18pt; font-family: Lato; color: var(--now-color--text-primary, black); } h4 { font-size: 14pt; font-family: Lato; color: var(--now-color--text-primary, black); } a { font-size: 12pt; font-family: Lato; color: var(--now-color--link-primary, #00718F); } a:hover { font-size: 12pt; color: var(--now-color--link-primary, #024F69); } a:target { font-size: 12pt; color: var(--now-color--link-primary, #032D42); } a:visited { font-size: 12pt; color: var(--now-color--link-primary, #00718f); } ul { font-size: 12pt; font-family: Lato; } li { font-size: 12pt; font-family: Lato; } img { display: ; max-width: ; width: ; height: ; } } The issue occurs because the HR Activity Set Launcher workflow exceeds the configured Maximum Workflow Activity Count. By default, the maximum activity count for a workflow is 5000. When this limit is exceeded, ServiceNow automatically cancels the workflow context to prevent excessive resource consumption and potential performance degradation. This situation commonly occurs when: Lifecycle Event cases remain active for an extended period, causing repeated workflow evaluations. The Activity Set Launcher workflow executes repeatedly throughout the lifecycle of the case. The cumulative workflow activity count exceeds the configured maximum limit. Also check for Activity Set Evaluation Interval which need to be configured with the default value of 4 hours. How to Verify: To confirm that the workflow was cancelled due to reaching the maximum workflow activity count: Open the affected HR Case.Navigate to the associated Workflow. If the workflow context is not directly available from the case, continue with the next steps. Navigate to the Workflow Context (wf_context) table.Search for records where the Associated Record references the affected HR Case.Open the corresponding HR Activity Set Launcher workflow context which is in error state.Review the workflow logs. If the issue is caused by the activity count limit, the workflow log contains an entry similar to: Error: Activity count exceeds max allowed for this workflow version Current count: 5001 Max count: 5000 Resolution<!-- /*NS Branding Styles*/ --> .ns-kb-css-body-editor-container { p { font-size: 12pt; font-family: Lato; color: var(--now-color--text-primary, #000000); } span { font-size: 12pt; font-family: Lato; color: var(--now-color--text-primary, #000000); } h2 { font-size: 24pt; font-family: Lato; color: var(--now-color--text-primary, black); } h3 { font-size: 18pt; font-family: Lato; color: var(--now-color--text-primary, black); } h4 { font-size: 14pt; font-family: Lato; color: var(--now-color--text-primary, black); } a { font-size: 12pt; font-family: Lato; color: var(--now-color--link-primary, #00718F); } a:hover { font-size: 12pt; color: var(--now-color--link-primary, #024F69); } a:target { font-size: 12pt; color: var(--now-color--link-primary, #032D42); } a:visited { font-size: 12pt; color: var(--now-color--link-primary, #00718f); } ul { font-size: 12pt; font-family: Lato; } li { font-size: 12pt; font-family: Lato; } img { display: ; max-width: ; width: ; height: ; } } 1. Increase the Maximum Workflow Activity Count If Lifecycle Event workflows are expected to run for extended periods, increase the maximum activity count for the HR Activity Set Launcher workflow. Navigate to Workflow Editor.Open the HR Activity Set Launcher workflow.Check out the workflow.Select the Workflow Properties (gear icon under the Activities tab).Update the Max activity count property to a higher value (for example, 6000 or another value appropriate for your environment).Save and publish the workflow. 2. Resume Affected Cases For Lifecycle Event cases whose workflow has already been cancelled: Open the affected HR Case.Select More Actions.Click Resume Case. Resuming the case restarts the workflow, allowing Activity Sets to continue processing. 3. Validate the Fix After updating the workflow properties: Create a new Lifecycle Event case.Monitor the HR Activity Set Launcher workflow context.Verify that: The workflow no longer enters the Cancelled state. The activity count does not exceed the configured limit.Activity Sets continue to launch successfully.HR activities are created as expected.
