The annotation type configuration (sys_ui_annotation_type) is identical in both versions, and the annotation text field is empty. The behavior appears to be a change in the Workspace rendering layer, not in the configuration. Line Separator is purely used as a visual divider for fields that belong to the same section but should be set apart graphically. Only the line is expected, which is also what the type name ("Line Separator") implies.
