The Configure action redirects to the Guided Setup interface for the onboarding flow, and that interface does not exist until the Guided Setup plugin is installed, so the redirect fails.

In the list of available plugins, locate Guided Setup. Click Install. Wait for the installation to complete before continuing. Navigate back to the Impact application page in Application Manager. Click Configure. The Guided Setup interface for Impact now loads instead of returning a page not found error.

Note: Test this in a sub-production instance first, and confirm the fix works before installing the Guided Setup plugin in production.
