Users use USB Mouse to replicate the issue.3. Isolated to specific hardware:- HP EliteBook 1040 14-inch G11 Notebook PC <-- (Problematic)- HP EliteBook 6 G1a 14 inch Notebook Next Gen AI PC (Works fine) Issue replicable in https://fiddle.tiny.cloud/ - for both Edge and Chrome on HP hardware.Steps to Reproduce On HP Hardware: HP EliteBook 1040 14-inch G11 Notebook PC 1. Open any HTML Field editor (via KB or go to https://fiddle.tiny.cloud/)2. Try to resize the editor via the bottom right drag bar.3. Insert a table/Image4. Try to resize the table/image. Expected result: Be able to resize. Actual result: Resizing is locked.WorkaroundWhen user connect to external Monitor and Closes the lid of HP laptop (plus force Edge closed via task manager - post closing laptop lid.)Re - open browsers while HP laptop is closed. And open HTML field editor again in a fresh browser on second monitor is one current known workaround. Another workaround is to disable the touch behavior. Related Problem: PRB2036558
