When the form layout has been customized, those UI formatters are skipped/absent, so the modal that triggers the Now Assist draft experience cannot render. Add the required UI formatters (KB Generation modal formatters) to the top of the form. These formatters are generally invisible but provide the modal functionality for KB generation. Save the layout, reopen a Resolved/Closed record, and click Create Knowledge to confirm the'Draft With Now Assist' pop-up now renders.
