On Service Operation Workspace, go to Schedules2. Create a Shift3. Once a Shift is created, go to the 'Members' tab4. From 'Add Responder Level', click 'Create New'. At this point observe there is Primary and Secondary responders/members5. Click 'Save as Draft', and observe that the Secondary responder/member disappears6. From 'Add Responder Level', click 'Create New'. When you save a responder level without adding any roster members, it won't be persisted to the database, so it won't show up in the UI.
