Unlike the legacy schedule engine, which restarts the rotation from the first member whenever a new rotation period begins, the 2024 Schedule Engine maintains rotation continuity and assigns the next on-call member based on the last member who completed the previous rotation. As a result, rotations do not reset at the start of a new cycle. Since all newly created shifts on the instance use the 2024 Schedule Engine by default, the observed member ordering is expected behavior and working as designed, rather than a defect.
