That ACL contains a script that grants access only if the user can read the parent record the attachment belongs to (the compliance policy the document version links to). The script is the deciding component of the ACL - even when the user passes all role/condition checks, if the script returns false, the ACL denies access. If the record doesn't exist in the sn_irm_shared_cmn_document_version table, the script's lookup returns nothing → it defaults to deny (false).
