We can use the getMessageLang() method instead of gs.getMessage() to retrieve localized messages in the recipient's language. Fallback language is not applicable to static translation when translated notification record is not configured in the Translated Notifications related list for each target language. Even adding fallback language in sys_language table does not apply to static translation and fallback will be default english language.
