This is expected behavior, until sys_ux_applicability_m2m_list entries for the custom lists are created. The sys_ux_applicability_m2m_list table determines what audience these lists applies to, which in turn allows the defined audience to access it. Without this record configured, admin users will be the only group of users who see these lists. These permissions were previously configured on the sys_aw_list table, however, this has since moved to the sys_ux_applicability_m2m_list table.
