Confirm the instance is in debug mode by checking the stats.do page and looks for "worker", there should be no worker available 2. Raise a case with to ServiceNow support to disable debug mode for the instance. 3. Verify the removal of debug mode by checking the workers availablity 4.Once the workers available try performing update set preview and commit functionality.
