I identified that this section is managed within the "Workspace" view. After adding the "Incident task → Incident" field to this view, the Incident tasks began appearing as expected. Note: Make sure to modify "List controls" and uncheck the option "Omit if empty" at /nav_to.do?uri=sys_ui_list_control.do?sys_id=ba3c6a9a53523010ae50ddeeff7b1272 if you would like to see the incident tasks tab under related records even when there is no incident task attached to the incident.
