Specifically, the underlying Script Include responsible for building the category list queries the sc_category table directly without applying ACL checks or evaluating Catalog User Criteria.

As a result, categories that should be restricted based on access controls or user criteria are still returned and displayed in the UI. Additionally, the logic does not call validation methods such as GlideappCategory.canView(), and even if it did, that method does not enforce ACLs. This leads to both ACL enforcement and user criteria filtering being bypassed.
