It was introduced in Australia as a way to allow unauthenticated users access to attachments based on ACLs. When an ACL exists that allows an unauthenticated user to execute the Attachment API, then an unauthenticated user will be allowed to successfully make an attachment API request.When no ACL exists that allows an unauthenticated user to execute the Attachment API, then all unauthenticated requests will be rejected with a 403.
