The out-of-the-box Mark Duplicate flow (ProblemModalUIHelpers.onMarkDuplicate) sets the state and resolution code on the form, then calls g_form.mandatoryCheck() before opening the modal. If duplicate_of is not on the form layout, the mandatory check finds a mandatory field it cannot evaluate client-side, returns true immediately, and triggers g_form.save() before the modal can open. The field is controlled by a UI Policy that keeps it hidden under normal conditions and makes it visible and required only when Resolution code = Duplicate. However, it must exist on the form layout for the modal flow to function correctly regardless of its visibility state. This can occur when a user or administrator removes the "Duplicate of" field from the Problem form layout via Form Designer or Form Layout configuration.
