The Delivered status triggers conditions in the script includes that hide these actions, as per the logic in PurchaseOrderUtil and PurchaseOrderLineUtil.

For the : Edit PO Button, the OOB condition is as follows: new PurchaseOrderUtil().isReviseAllowedForRoles() && new PurchaseOrderUtil(current.sys_id).isReviseAllowed()

This only allows users with the procurement_specialist role to see this button, and only when the order is in a qualifying state. The button will not appear if the order is in any of the following states: Closed Released, Closed Canceled, Closed Paid, Pending Revision, Pending Submission, Processing, Payment Pending, Delivered, Pending Return.

For the cancel Line UI Action, the condition for this action is: current.canWrite() && new PurchaseOrderLineUtil(current).canBuyerCancel(true)

Based on the logic of the canBuyerCancel function, the Cancel Line button will appear when the order is not in one of the following states: Partially Delivered, Delivered, Closed Paid, Closed Released, Closed Canceled.
