It managed to update hermes_cluster_config with the new clusters, but did not remove the old clusters. This was causing errors with XMLStats and topic creation that were dependent on hermes-internal. Removing duplicate cluster configs on the hermes_cluster_config table that had service-ID empty resolved the issue.
