On the PD Context [sys_pd_context], both of the playbook executions are present for the Input Record but with different playbook snapshots. The 'Run Once' setting in the trigger checks if there is an execution for the trigger instance (sys_pd_trigger_execution.trigger_instance) and the snapshot (sys_pd_trigger_execution.pd_snapshot). If it found any, then it won't run. It doesn't care about the state of that process execution and does not take into account process executions with different snapshots. This happens when the playbook has a trigger type of "Record Create or Update" or “Update” because a record updated many times. This does not happen for "Record Create" triggers because a record can only be created once.
