Workaround: Prior to adding the CC address, perform a query on the sys_user_delegate table to determine if there are any active delegates assigned to the intended recipient. Once identified, explicitly add those delegates to the CC list, ensuring that any relevant conditions such as the type of delegation and the active date range are taken into account.
