In the current implementation, the system validates permissions and neighborhood restrictions based on the user who is creating the reservation, rather than the user for whom the reservation is being made. Based on the doc its an expected behavior - https://www.servicenow.com/docs/r/washingtondc/employee-service-management/workplace-reservation-ma… As per requirement, the expectation is that when using the "Reserve on behalf of" functionality, only desks associated with the selected user's neighborhood should be displayed. However, this functionality is not available in the current product behavior. Since this would require a product enhancement, I would recommend submitting an Idea for future consideration by the Product team. Ideas submitted through the portal are reviewed by the respective teams, and based on demand and business impact, they may be considered for inclusion in future releases or enhancements
