These personalised columns are store in the 'pm_project_workspace_columns' user preference records . The presence of this user preference for certain users caused the Planning Console to display different state values for different users instead of the actual state choices defined in the pm_project and pm_project_task tables. This preference record overridden the expected behavior, leading to inconsistent filter values across users.
