This is by design, certification is a point-in-time audit. When group membership changes (members added or removed) after the task is created: Newly added members are not included in the existing task because they were not part of the original snapshot.Removed members may leave behind stale certification elements that cannot be completed, preventing Percent Complete from reaching 100%. This behavior is consistent with out-of-box (OOB) Data Certification design and is intended to preserve audit accuracy. If the task cannot reach 100% completion because of removed members, administrators can use the Clean up invalid elements option on the certification task to remove stale or invalid certification elements. This allows the Percent Complete to recalculate correctly.Updated membership will be captured in the next cycle. Any members added or removed after the current task was created will be correctly reflected the next time the certification schedule runs and generates a new task.Best practice: Avoid changing group membership during an active certification cycle. Where possible, coordinate group membership changes to occur outside of active certification windows to prevent incomplete tasks.
