Embedded within deeper ServiceNow logic, HTML sanitization routines will force target="_blank" on links. This is in an effort to improve security by preventing "'tabnabbing" attacks, where a linked page uses window.opener to redirect the original site to a phishing site. It is often paired with rel="noopener noreferrer" to break this connection, and keep the original site open, thereby protecting users.
