If only the business rule is set to inactive but the scheduled job continues to run, the business rule is still invoked and executed. This happens because the scheduled job directly calls the script within the business rule rather than triggering the business rule through a database operation. As a result, it bypasses all conditions defined on the business rule, including the active/inactive check.

To stop a business rule from being called, set both the business rule and any scheduled jobs that reference it to inactive.
