Either "flow" or "workflow" must be completed and populated on the form to create a new knowledge base. The fields "Publish Flow & Retire Flow" and "Publish Workflow & Retire Workflow" were not present on the New Knowledge Base record form. As a result, either the Flow or Workflow field was not being populated, which is required in order to successfully create a new Knowledge Base. To resolve this issue, add the missing fields to the form using Form Builder, populate the required values, and then attempt to create a Knowledge Base in the instance. After making these changes, the Knowledge Base will be created successfully without any issues.
