When a user selects an option from SOW the platform still creates a 'rowcount' sys_user_preference record, which is also used for UI16/NextGen UI list views meaning a user with workspace and traditional UI access could control list view row count via two different UI but with different restrictions. The UXF List Component used by Configurable Workspaces does not utilize the glide.ui.per_page system property. The PRB1692429 was closed as Working as Expected with this determination. At this time, there is no out-of-the-box workaround available for this behavior.
