System address filter excluded email addresses (Extra route-addr): ... -- This means the system address filter detected more than one route address (the <email@domain.com> portion) within what it's parsing as a single email ID. When both are used together on the same notification, the resulting CC field contains a mix of plain strings and email objects, leading to malformed address concatenation that the system address filter rejects.
