This behavior is consistent with the platform's functionality prior to the introduction of USEM, where there was also no option to delete approval rules. The recommended approach is to either modify the conditions of an existing rule, remove the approver level to deactivate it for reuse, or set the rule's status to "inactive." This allows the rule to be preserved for future use or reactivation if needed, rather than being permanently deleted.
