Navigation to the page succeeds for admin users without this role, but the underlying dashboard data is not returned because the applicability check fails for the dashboard content. The admin role not satisfying this check is intentional: ai_steward is the designated configurator role for AI governance in the sn_ai_governance scope and must be explicitly assigned. The Overview tab should now display dashboards and widgets correctly. Repeat for each user who requires access to the AI Control Tower Overview tab. If a group of users needs access, consider assigning the role at the group level rather than individually.
