So the system recognises both languages as same and does not trigger a translation, leading to everyone receiving the email in Language A If the user's language (sys_user.prefered_language / sys_user_preference [user.language]) matches the default system language property (glide.sys.language), translation does not occur since the source and target languages are the same. By default, the system language property is English. So, in our example, if the instance language is Dutch, and we have created the base email notification in English along with a translated notification in Dutch. Since the source and target languages of users match as being Dutch, the platform skips translation entirely and sends the notification's base content which is authored in English to everyone. Language B users will then get the Language B static translation as expected, and Language A users will get the base Language A content. or If the instance must stay Language B as the system language, then the base notification content should be authored in Language B, and a static translation should be created for the Language A recipients instead, essentially flipping which language is the "source" vs. the "translated" version.
