This difference in data source and state filtering is the reason the two views return different counts. This is expected platform behavior when the correct data source and state filters are taken into account. The two views will show matching counts only when the Risk table records and the Risk Assessment Instance records in Monitor state are in alignment. No configuration change is needed — this is the intended design of the Risk Workspace Heatmap.
