The Recruitment Workspace (sn_ta_recruiter) is a purpose-built interface for Recruiters (sn_ta_hiring_core.recruiter). In the intended hiring workflow, Recruiters do not create Application records — applications are created by candidates through the Applicant Center or an external application portal. The UX event handler for the "New" button click in the Applications related list (SIMPLE_LIST#NAV_ITEM_SELECTED) was intentionally not implemented in the Recruitment Workspace. The declarative action record for "New" exists as an OOB shell, but it has no backing event handler, because this action falls outside the Recruiter's intended responsibilities in this workspace. The button appearing in the UI is a side effect of the declarative action framework rendering visible controls for users with broader privileges (e.g., admin). A user operating strictly under the sn_ta_hiring_core.recruiter role in a production workflow would not be expected to create applications from this interface. Per OOB documentation, the Recruitment Workspace is designed to support: "Transparent job requisition and associated application tracking, improved hiring efficiency and stakeholder management, improved applicant experience with constant engagement, and improved hiring decisions with Talent profiles and pool." Application creation is not part of the Recruiter's workspace scope — it is the Applicant's responsibility via the Applicant Center.
