Navigate to HR Administration > Manage HR Skills . Attempt to assign an HR Skill to a user who is not in the HR department. Observe: the user does not appear in the selection list. Expected Result:

All users should be available for HR Skill assignment regardless of department.

Actual Result:

Only users with Department = HR are available for selection.

Navigate to System Definition > Modules . Search for the "Manage HR Skills" module record. Scroll to the Link Type section and locate the Arguments field. Remove the &sysparm_parentDepartment= parameter from the Arguments value. Save the record. Step 2 — Script Include (full fix, requires customization):

Review the ManageSkillsUtils Script Include for department-based filtering logic. Modify the script to remove or adjust the department restriction. Verification:

Navigate to Manage HR Skills and confirm that users from all departments now appear in the selection list.

ManageSkillsUtils is a high-risk OOB Script Include. Modifying it is considered a customization and may impact future upgrades. It is not recommended by ServiceNow to edit high-risk OOB Script Includes. Consider using a Script Include override or a scoped application approach. This customization falls outside the scope of standard Technical Support.
