Internally, this calls SNC.KnowledgeHelper.isAdminUser(), which performs a two-step check: Verifies the user has the knowledge_admin roleIf the Knowledge Base is associated with an application scope, additionally verifies the user is a Scope Admin for that application via GlideSecurityManager.isScopeAdmin() If the Knowledge Base is scoped (e.g. sn_hr_core), holding knowledge_admin alone is insufficient. The user must also hold the corresponding application scope admin role (e.g. sn_hr_core.admin) to be recognized as an admin user. If this second check fails, isAdminUser() returns false, and access to the retired article is denied regardless of the user's knowledge_admin or knowledge_manager roles. This is OOB platform behavior.
