The difference was - One of the items was having Available for subscribers" and there was an offering through which the user was getting accessThis service offering was not in the other catalog item, so it worked as expectedThe Available for subscriber was just showing a sys_id which means the service offering might be deleted. After removing the "Available for subscriber" from the catalog item, it was not visible to the user as expected.
