In the ServiceNow platform, the lower 'Order' value takes precedence when deciding which layout needs to be rendered This is not an issue with declarative actions but instead is a configuration issue due to two different applications (Knowledge Center and Knowledge Capabilities in UI Builder) setting a layout on the same table with a different set of actions and but neither being restricted to a specific experience.
