The SBOM ingestion process requires proper access to the attachment record. If a custom ACL restricts read access on: sys_attachmentsys_attachment_docOr the related SBOM tables The system cannot retrieve the uploaded file, resulting in the error. Review all custom ACLs configured on the sys_attachment, sys_attachment_doc, and all SBOM-related tables to identify any restrictive rules that may be blocking read access for the required roles involved in SBOM processing. If such an ACL is found, modify it to allow appropriate access to the SBOM processing user or roles. After updating the ACL configuration, re-test the SBOM upload. Once the restrictive ACL is corrected, the SBOM file will load successfully without encountering the error.
