However, when Azure Billing Export is configured, the billing files are written to a Storage Account (Blob container). The ServiceNow Billing Download Job must access this storage location to retrieve the exported billing files. Therefore, Microsoft.Storage permissions are required specifically to access the Storage Account used for the export. We are currently seeing two different authorization errors: 1.Storage Account level error:Access denied to the resource ID: /subscriptions/40f73e81-73bc-4fd6-a957-6aa86fd2cb35/resourceGroups/prod-ema-finops-00001-rg/providers/Microsoft.Storage/storageAccounts/testfinopshlrymgwofhesji. The configured service principal doesn't have the right permission to perform operations on the storage accounts. Please verify that the right permission on the storage accounts are granted. Resolution:Assign "Storage Blob Data Contributor" to the service principal at the Storage Account scope. 2.Storage Container level error:The configured service principal doesn't have the right permission to perform operations on the storage container.This indicates that the service principal does not have the required permission on the "specific Blob container" used for the export. Resolution:Assign "Storage Blob Data Contributor" (or at minimum Storage Blob Data Reader) to the service principal at the container level. The required permission is a "data-plane role" such as Storage Blob Data Contributor assigned at the appropriate scope (Storage Account or container). Control-plane roles such as Contributor or Storage Account Contributor are not sufficient. If these permissions are missing, the job fails because it cannot retrieve the exported billing files, even if all other API permissions are correctly configured.
