When a user adds a label to a VTB: The system first checks whether the label already exists in the "label" table.If the label exists, a new vtb_board_label record is created referencing the existing labelIf the label does not exist, the system attempts to create a new label record. Creation of new labels is restricted by Access Control Lists (ACLs) on the Labels table, which require one of the following roles: tags_adminglobal_tags_creator Board ownership alone does not grant permission to create new label records. This is consistent with ServiceNow’s tag and label security model, where label creation is restricted to specific administrative roles. If a board owner adds a label that already exists (for example, a commonly used label such as "Test"), the action succeeds because: No new label record needs to be createdThe user is only associating an existing label with the board The permission error only occurs when attempting to create a new label value.
