While administrators can view and select these templates without issue, non-admin users are only able to see the template names listed, with no ability to select or apply them when composing an email. As an example, when using a scoped application such as Legal Counsel with templates defined under a related application, a non-admin user opens a legal request record and clicks the More options menu (three-dots icon) in the top-right corner, then selects Compose Email. When the user clicks the Email Templates icon within the email composer, no templates are displayed, even though email templates exist and are configured for that application and that specific table.
