Users progress through vendor risk assessments in the following order: Draft > Submitted to Vendor > Responses Received > Generate Observations > Finalize with Vendor > Closed. A Reviewer signed policy on the external questionnaire is set when the assessment reaches the Finalize with Vendor state. Once all issues, tasks, and answers are resolved, users expect the state to move to Closed after the signature is applied. Instead, after the signature, the state moves back to **Responses Received** rather than remaining on **Finalize with Vendor**.
