Across two separate instances, sys_id values are not shared, so the inbound payload can contain reference values that do not resolve cleanly on the receiving instance unless you explicitly map or correlate them (for example, via inbound transforms or virtual/correlation fields). On the receiving instance, the out-of-box Change Request business rule “Abort changes on group” enforces that the Assigned to user must be a member of the selected Assignment group. If the inbound update results in an assignee and group mismatch (or either reference fails to resolve), the business rule aborts the transaction. Because the update is aborted, the state change included in the same inbound update is also not applied, which makes it appear that state synchronization is not working.
